Mr LEE Wai Fai

Mr Lee Wai Fai joined UOB in 1989. Mr Lee holds a Bachelor of Accountancy (Hons) from the National University of Singapore and a Master of Business Administration in Banking and Finance from the Nanyang Technological University, Singapore. He has more than 40 years of experience in finance and administration. He currently serves as the Chair of the UOB Asset Management Group and Senior Advisor to United Overseas Bank Limited after having stepped down from his Group CFO position in April 2025.  Mr Lee also held prior senior positions in the UOB Group, including Head of International branches and regional banking subsidiaries, Deputy CEO of UOB Radanasin Bank, Head of Finance as well as Head of Policy and Planning.

Mr Shariq BARMAKY

Shariq is currently the Country Managing Partner of Deloitte Singapore. 

He has more than 30 years of experience in public accounting in the United Kingdom and Singapore.

He has extensive experience in the audits of multinational and local companies in various industries.  He has been involved in due diligence and public listings of equities and commercial paper.

As the Deloitte Southeast Asia Audit & Assurance Leader from June 2016 to May 2023, Shariq was responsible for the overall audit and assurance business within the 10 ASEAN countries including Singapore.

Shariq is on the boards of the Accounting and Corporate Regulatory Authority (ACRA), Civil Service College, and Shared Services for Charities as well as various committees in these organizations. He is also one of the immediate Vice Presidents of the Institute of Singapore Chartered Accountants (ISCA).

Mr CHOO Eng Beng

Mr Choo Eng Beng is the Head of Assurance with over 30 years of experience in public accounting. He is part of the Global Assurance Leadership team as well as the Leadership team in Singapore. Prior to serving as the Head of Assurance, he was the Risk and Quality Leader in PwC Singapore.

Mr Choo has spent two years in London in PwC Global Accounting Consulting Services (“GACS”). GACS supports PwC Global on various matters concerning International Financial Reporting Standards (“IFRS”), which includes quality of application, training, marketing and communications with the International Accounting Standard Board.

Mr Choo has served a long list of clients from across different countries and scales. As a practice leader, he understands the importance of both the resourcing of, and the quality of accounting professionals. He is also passionate about the continuing relevance and branding of the profession, given its importance to the wider economy and business community.

Mr LEE Wei Hock

Head and Partner – Assurance

Mr Lee Wei Hock is part of EY Singapore’s leadership team and serves as Leader of its Assurance services – comprising Audit, Financial Accounting Advisory Services, Forensic and Integrity Services, and Climate Change and Sustainability Services.

He has more than 21 years of professional experience serving listed, private and multinational clients, including audits and capital market transactions. His professional experience includes 2 years spent in New York City where he served on global client accounts under the Firm’s global exchange program.

Mr Lee serves as a member of the Audit Advisory Committee of PPIS (also known as Singapore Muslim Women’s Association), a non-profit organization focused on community services. He is also a member of CPA Australia’s Singapore Divisional Council.

He graduated from Nanyang Technological University, Singapore, and is a Singapore Chartered Accountant. He is member of the Institute of Singapore Chartered Accountants and Fellow of  CPA Australia.

Mr LEONG Sing Chiong

Mr Leong Sing Chiong was appointed as Deputy Managing Director for Markets and Development on 1 February 2021. He oversees the Markets & Investment, Development & International, the FinTech & Innovation, as well as the Sustainability Groups. Prior to this, Mr Leong served as Assistant Managing Director overseeing the Monetary & Domestic Markets Management Department and the Reserves Management Department since June 2018. He also served as Assistant Managing Director of the Development and International Group from 2013-2018.

Mr Leong began his MAS career with the Reserves Management Department in 1993 and served as Staff Assistant to the Managing Director from 1997-1998. In 1999, he joined the Monetary Management Division and was responsible for the implementation of MAS' monetary policy and money market operations. Thereafter, Mr Leong was appointed Chief Representative of MAS' London Representative Office from 2002-2004. Mr Leong spent six years with the International Department from 2004-2010 and was appointed as the Executive Director of Financial Centre Development Department from 2010-2013.

Mr Leong is a recipient of the Public Administration Medal (Silver). He holds a B.Sc Economics (Monetary Economics) from the London School of Economics and is married with two children.

Mr Irving LOW

KPMG in Singapore

Irving is a partner in KPMG in Singapore and has been with KPMG for over 32 years, having worked in both the London and Singapore offices.  He has been a partner with the firm for over 20 years.

Irving’s key area of practice is in corporate governance, where he is also the KPMG APAC Leader for Board Advisory Services. He has undertaken numerous corporate governance reviews for both public and private organisations in light of the renewed focus in this area. He is a frequent invited guest and speaker at board meetings and presentations as well as public forums on corporate governance. 

Irving also sits on the Board of the Singapore Tyler Print Institute (STPI) and Singapore Repertory Theatre.  In addition, Irving is a member of CPA Australia Sub-committee for the Public Sector. 

Mr NG Yao Loong

Head of Equities
Singapore Exchange (SGX)

Mr Ng Yao Loong is Head of Equities at Singapore Exchange (SGX Group) and leads the development and strategic direction of the cash equities franchise. He also oversees the index business.

Mr Ng joined SGX Group in April 2020 as Deputy Chief Financial Officer (CFO) and took on the role of CFO in October that year. As CFO, he was responsible for finance related, corporate development, workplace services and index business functions. Mr Ng transitioned to his current role in December 2024.

He was previously with the Monetary Authority of Singapore (MAS) where he spent more than seven years in senior positions, including Assistant Managing Director of the Development and International Group. Before joining MAS, he was an investment banker with Morgan Stanley in Singapore and Citigroup in Hong Kong and London.

Mr Ng holds a Master of Business Administration from the Kellogg School of Management, Northwestern University, and a Bachelor of Arts from the University of Cambridge.

Ms Judy NG

Group Financial Controller for Group Finance
DBS Bank

Ms Judy Ng is the Group Financial Controller for Group Finance at DBS Bank and has more than 30 years of experience in Banking and Financial Services. As part of the core management team responsible for management process rigor to support sustainable and strong financials for DBS Group, Judy works closely with the senior management to establish strategies, directs the Finance Functions in building a solid foundation and establishing sound financial operations. Prior to joining DBS Bank, she worked in a foreign bank and started her career at KPMG. Her experience spans coverage for banking, securities, and insurance.

Ms Esther WEE

Accountant-General, Chief of Government Finance

Ms Esther Wee is appointed as the Accountant-General in 2025. She also holds the role of the Chief of Government Finance in the Ministry of Finance. 

She was the Deputy Accountant-General (People & Transformation) and Deputy Chief of Government Finance from 2022. Her other key appointments include Chief Financial Officer at the Land Transport Authority from 2018 to 2021, Director (Performance & Evaluation) at the Ministry of Finance in 2017 and Group Director (Reviews & Treasury) at the Accountant-General’s Department prior to 2016. 

Ms Wee is a board member of the Accounting Corporate Regulatory Authority and a Trustee of the Singapore Universities Trust.  She is also a member of the Singapore Accounting Standards Committee, the Public Accountants Oversight Committee, the Institute of Singapore Chartered Accountants (ISCA) Council and the ISCA SCAQ (Professional Programme) Learning and Assessment Committee. 

Ms Loretta Yuen

General Counsel and Head of Group Legal and Compliance Company

Ms Loretta Yuen was appointed General Counsel and Head of Group Legal and Compliance in September 2010 and Group Managing Director in June 2015. She oversees the full spectrum of legal and regulatory risks, including anti-money laundering, across OCBC Group, and provides advice on regulatory risks and legal issues involved in decisions to management, so that management can make informed strategic choices within an acceptable legal and regulatory risk profile.

Ms Yuen has over 20 years of legal and regulatory experience in banking and finance. She graduated with Second Class Honours in Law from the National University of Singapore and is an IBF Distinguished Fellow. In 2017, Ms Yuen was conferred the Outstanding Singapore Chief Legal Officer Award by the Singapore Corporate Counsel Association.
